In order to maintain its vision of becoming an “Ocean State”, Government has made the necessary amendments to the 2011 Maritime Zones Act that clearly describe the process to receive applications and obtain a concession for Land Based Oceanic Industry, which includes the DOWA system.
Urban Cooling Ltd has successfully obtained a deed of Concession from the Prime Minister Office in line with the Maritime Zones Act (MZA) clause 21, which include the following process;
- Stage 1: The Permanent Secretary of the Ministry of Ocean Economy, Marine Resources, Fisheries, Shipping and Outer Island after consultation will all relevant stakeholders approved the application and issued an Authorization in Principle in July 2014.
- Stage 2: Cabinet approved that a deed of Concession be signed between Government and Urban Cooling Ltd on 30 October 2015.
- Stage 3: Deed of Concession was signed in presence of The Rt. Hon. Prime Minister, Sir Anerood Jugnauth, GSCK, KCMG, QC on 23 December 2015 for the implementation of the Deep Ocean Water Applications project (DOWA).
